With reference to your letter No. 24096/1919 of
June 10th, I am directed by Earl Curzon of Kedleston
to state that as the effect of the withdrawal of Hie
Majesty's Government from the Brussels Sugar Convention
was to relieve both the Imperial Government and the
various Colonial Administrations from their obligations
under the Convention, he is of opinion that the local
Sugar Convention Ordinance of 1904 of Hong Kong should
be abrogated.
2. Lord Curzon has instructed His Majesty's
Minister at Brussels to ascertain
(a) what countries remain parties to the
Convention.
(b) what countries have been declared to be
bounty-giving.
